The verdict

For a small business that needs to be paid quickly, pick PayPal. A payment link or an invoice needs no website and no setup, and customers who already trust PayPal may be more willing to pay. It is a sensible extra payment method next to cards for most consumer-facing shops.

If you run recurring revenue with usage charges, credits, upgrades mid-term or quotes, pick Chargebee. That is billing logic, and PayPal is not built for it.

If you want tax carried for you, neither does that as a merchant of record would. Look at Paddle for that. If you want to use PayPal with Chargebee, check that your gateway setup is supported before you plan on it.

Choose Chargebee if…

Pick Chargebee if you run subscriptions with complex or changing pricing and a finance or revenue team that needs billing, quoting and revenue recognition from one vendor. You keep control of your gateways, and a catalogue lets you change pricing without engineering work.

It is sold as several products priced separately, and some plans carry a fee that scales with invoiced volume. You remain responsible for tax, because it is not a merchant of record. Skip it if you have only a handful of flat plans. Stripe Billing or a simpler tool will do.

Choose PayPal if…

Pick PayPal if you are an online shop, freelancer or small business that wants to accept PayPal and card payments, send invoices and share payment links without a custom payment setup. A REST API with a sandbox and an official MCP server are there when you want to build more.

There is no subscription plan. You pay a percentage plus a fixed amount per transaction, depending on country, method and volume, so read the fee table for your situation. For Dutch customers, iDEAL usually matters too and has its own fee. PayPal can do subscriptions, but it is not built for complex billing or tax handling.
